FOIA Request #9: MSU Extension contracts, services, and payments

Pursuant to the Michigan Freedom of Information Act, MCL 15.231 et seq., I request copies of the following public records for the period January 1, 2022 to the present:
1. Any contracts, agreements, memoranda of understanding, purchase orders, or other documents establishing or governing a relationship between the district and Michigan State University Extension (MSU Extension).
2. Any records describing the services to be provided by MSU Extension to the district, including scopes of work, statements of work, proposals, program descriptions, curricula, presentation materials, or similar documents.
3. Any records describing the method of billing or payment for MSU Extension's services, including fee schedules, payment terms, or other billing documentation.
4. Any invoices submitted by MSU Extension to the district and any records reflecting payments made by the district to MSU Extension.
5. Any communications between district staff and MSU Extension personnel regarding the scope, scheduling, or content of services provided to the district.
If these records are maintained electronically, I request that they be provided in electronic format by email whenever possible.
If any portion of this request is denied, please identify each record or portion withheld, cite the specific exemption under the Michigan Freedom of Information Act relied upon, and describe the records withheld sufficiently to permit an assessment of the claimed exemption. If the district asserts that no records responsive to any item exist, please provide the certificate required by MCL 15.235(5). Please also include the notice of appeal rights required by MCL 15.235(5)(c) with your response.
If fulfilling this request will result in fees, please notify me in advance if the total cost is expected to exceed $50 before processing the request.
