Dear FOIA Coordinator,
Pursuant to the Michigan Freedom of Information Act, MCL 15.231 et seq., I am writing on behalf of PAACT (Parents Allied for Accountability, Conduct, and Transparency) to request records related to the annual climate surveys administered by Birmingham Public Schools.
The Birmingham Compass (Strategic Plan 2022-2027) identifies annual climate surveys as the primary measurement tool for several stated strategic goals, including the goal that 90% of students will report feeling safe, valued, and prepared for learning, and the goal that 90% of staff will report feeling safe, valued, and supported at work. As community members with a direct interest in how the district is tracking and reporting progress on those goals, we are requesting the following records:
1. All annual climate surveys administered to students, staff, and/or parents from the 2022-2023 school year through the present, including the complete Qualtrics full survey (i.e., all questions asked).
2. For each survey identified above: the total number of surveys distributed, the total number of responses received, and the response rate broken down by school or respondent group where available.
If any information within items 1 or 2 is redacted on the basis of identifying demographics, please indicate the specific legal basis for that redaction.
3. All compiled results, summary reports, or dashboards produced from those surveys, including any materials presented to the Board of Education.
4. Any communications between district staff and the research firm regarding survey methodology, response rate thresholds, or how survey results were used to assess progress on strategic plan goals, behavior, or curriculum.
Please note that this request is separate from the FOIA filed on April 1, 2026, which is currently pending. We are asking that this request be processed on its own timeline.
We are requesting records in electronic format where possible. If any portion of this request is denied, please provide a detailed explanation of the legal basis for the denial so that we may address it appropriately.
